Have you replaced the flexible hoses? I have heard of an obstructed hose effectively acting like a check valve and not letting fluid return and therefore keeping the calipers engaged.

I have had problems with the cruise related to the instrument cluster. If you have a spare cluster, try swapping it out. My car kept dropping the cruise at speed and a different speedo solved it.

That's a better pic. I've never seen any original E30 have any material like that in it. If it looks somewhat stable (the former repair work), you might buy some time by priming with a good primer such...
