Guy said he fried the ECU and Ignition switch I'm guessing. Isn't there a fuseable link to prevent this?

I looked at the car a couple of weeks ago.....it's ruffffff
Car was one of the white/white M-tech appearance package cars originally (I have the VIN decode from BFC). It's not a horrible car, but the Lotus white interior has been sprayed tan, looks like with that spray vinyl. Then the car has been repainted a sort of oxford green- but they skipped the engine bay and parts of the door jambs, etc so it looks cheesy.
The seller is a bit of a flake, I made plans to go look at it- he said he'd meet me at the shop, then he never showed- I called his house and his mom got him on the phone. He said he couldnt get over to the car, but I could look at it.
Car has some potential, I guess- if you want an Mtech cabrio body kit, or if you just want a decent looking car that (hopefully) won't take too much $$$ to get back on the road. I shyed away from it because there are too many unknowns- the guy says it needs an ECU and "ignition module"- I've got plenty of parts to throw on it, but I'm worried about the transmission/AC, etc even if I could throw an ECU on it and be back up and running.
Not to mention the car has been sitting in an outside parking lot at the beach for 1.5 years.......
