Refinished Weaves. Caps won't stay on

Refinished my euroweaves. Bought new BMW center caps. They don't stay on my refinished set of Euroweaves, but they stay on a spare, unrefinished euroweave.

I was looking at the centerbore and nothing looks like it was milled down, everything looks relatively the same. Except when I twist the center cap to the "locked" position, I can pull it right off

Any thoughts? Perhaps the powdercoating is too smooth for the lock to have proper friction?

Lol, wheel shop milled down the center of the weave where the caps tighten onto it was only about 10mm but enough for the caps to not have anything to grab onto...time to have a delightful visit.

Why would they do that?
