PIR doesn't have a road course anymore. There are events at Wild Horse Pass via Pro Autosport (http://www.proautosports.com/) and NASA (www.nasaaz.com). You can also drive down to Wilcox for Inde Motorsports Ranch, and about 3 hours to Chuckwalla Valley Raceway.
If you just want to do some fun lapping in a relaxed environment, and don't mind driving to Tuscon, the best bang for your buck is a little privately owned spot called the Musselman Honda Circuit (Mhcircuit.com). It's just under a mile long, and is really technical, but it is really fun and great for setting up your car and honing your skills. They have open track hours scheduled throughout the month, and an open track "event" once per month (either a Saturday night under the lights, or a Sunday afternoon, depending on the season). It is $80 entry for a 5 hour "open track" session.
