That is the rev limiter, in car with lots of hp it pretty much heads there when the wheels spin, the reason he is staying in it is to allows the vehicle speed to catch up to the wheel speed, however he is just showing off and wasting tires. He should modulate the throttle to control wheel spin. If he just kept grabbing gears when the car was spinning he would just end up smoking the tires in a 5th gear rolling burnout still on the rev limiter provided the car has that much power.

the BOV fluttering isn't necessarily compressor surge and doesn't necessarily mean the bov isn't big enough. It can happen when you have a big turbo that doesn't spool down as quickly so the bov opens as the pressure reaches that level as it spools down pretty common on big singles. It can also happen when you slowly back out of the throttle off boost as the vacuum drops and allows the bov to repeated release pressure.

It didn't sound bad to me, 400hp, nice!

Edit : With just under 18psi, theres a good tuner involved too.

I have a 89 325is turbo it is running only lbs and if i hit it hard and she spikes on me it,It will hit the rev limiter and thats great I think mine is set 6000 also no need to wind it up any more and when i turn the boost up and really need it i will be safe. Its there to save my motor.
