proper way to test fuel pump

I have a m42 that I'm having issues with. I tested the fuel pump by putting a t line fitting in between the fuel rail and fuel line. And jumped the relay. I got less than 10 psi. Same thing when I tested straight from the pump. My question is would the fpr be what makes the fuel pressure go to 44psi or should the pump me making that its self? The pump does pump alot of fuel , just not at a high pressure. My pump is less than a year old, I get no fuel out of the return line. I am starting to wonder if I could have a blockage in the rail or if the fpr is not working correctly. Please help me avoid buying unessasary parts.

Since you aren't getting return flow from the FPR, but have low fuel pressure. The pump is bad or the filter/ supply line is clogged.
The car makes it possible, but the driver makes it happen.
