Mechanical fans always spin, they just spin at a varying percentage of engine speed based on the temperature of the thermoclutch. The magazine/newspaper test is an old standby for verifying the condition of the clutch, get the car nice and hot, drive hard, AC on and such. Then at idle stick a rolled up magazine or newspaper in there. The clutch should be tight from the hot engine and shred the paper, at least partially. If it just stops with little to no damage when you stick the paper in, the clutch is freewheeling and is garbage.
