Update:
He responded immediately to my correspondence above stating that he would let me know either way what he was going to do (I'm guessing either a tracking number or refund). However, he did not get back to me again after that.
I contacted Paypal this morning to initialize the dispute, then followed up with a phone call to escalate the dispute to a claim.
He has 10 days to provide Paypal with proof of shipping or to issue a refund, or Paypal pays me the money on the 11th day.
I have to say, I have been very impressed with the Paypal claims process. Clearly a very well run organization.
