When to file PayPal dispute

Update:

He responded immediately to my correspondence above stating that he would let me know either way what he was going to do (I'm guessing either a tracking number or refund). However, he did not get back to me again after that.

I contacted Paypal this morning to initialize the dispute, then followed up with a phone call to escalate the dispute to a claim.

He has 10 days to provide Paypal with proof of shipping or to issue a refund, or Paypal pays me the money on the 11th day.

I have to say, I have been very impressed with the Paypal claims process. Clearly a very well run organization.

I'm very happy that I started the claim this morning.

I just googled his email address and it came up as being associated with a godaddy web domain. I was able to see the most current ip address used on their info summary page associated with that domain.

I then did an IP search for that ip number and found that it was from Arizona. There is a section in the IP search for user comments about the IP address and this was posted there:

Used by a spammer sending out a FeDex scam. - 2011-01-08
Hosting illegal magazine downloads - 2011-02-04
why does this ip address redirect to the NSA??? - 2011-02-19
Used by Spammer selling a 2003 Infiniti G35 on Craigslist for $2,700. - 2011-03-04
Port 62300 and Port 34109 attacks - 2011-08-13
Sending out fake advertisement for computer service. - 2011-11-10
I know who this scammer is - 2013-02-04

I'm willing to bet that Paypal will not get a response from this guy.

Good move - at least you'll get your money back. I'd imagine PayPal has ways of getting theirs back too.

Good it worked out. Note that if the deadbeat on a Paypal dispute does not respond, you MUST elevate the dispute manually within a short window, or Paypal will assume everything is OK and drop it. I got screwed on a $100 z3 control arm because I failed to check my email and elevate before dispute expiration.
