Convertible vs Sedan Fenders

I know that they are completely identical until you get to the bottom, where the vert's had additional reinforcement to make up for the lack of roof. I thought I read somewhere a while ago that the vert fenders start life as regular sedan fenders then theres some additional tack-welded piece added, is this true?

It looks exactly the same as the sedan fender in that pic, I think behind that bottom part is where the angle is different
