Wipers Won't Turn Off, Turn On When Brakes Are Applied

So my auxiliary fuse had been consistently melting. I think it was because of a bad connection, so I decided to wire in an external fusebox. I took the two wires that go into fuse 17 and rerouted them into the new fuse holder. After putting it all back together, I turn the car on and my wipers turn on. I use the steering column stock and turn them on and off and nothing happens. I can turn the wiper speed up to fast and then if I time it right they will turn off. But if I press the brake pedal they will turn right back on again. Any idea what could cause this?

    Thanks.

Sounds like a short somewhere. If it was melting fuses, there's a bigger problem somewhere. Fuses don't just melt.

Maybe, just not sure where we could have introduced a short. But yeah, I was thinking it was melting fuses because it uses those stupid "bullet" fuses and the connection was bad so it was arcing out.
