but what is LOCAL in MD?
who would i want to talk to about a building up a m20 or m50 or s52?
who within 2hrs knows these cars and is trust worthy?

VAC is only a 2 hour drive from MD, heck probably even less if you're north of Baltimore.

They do great work but are very pricey as my friend learned on a build he did.

RRT in Dulles also has great reviews.

A friend of mine also highly recommended Bimmerworks in West Chester, PA to me. A bit of a drive but he says it's worth it.

As for VAC, unless you are going for a full out SCCA/NASA/etc built engine and like burning money, I think I would look elsewhere. Way overkill for what you are probably looking for.

Ryan Dunn was a partner at Bimmerworks, they do great work.

NGP in Aberdeen is alright. They are more Audi/VW/Porsche but I am sure they could do whatever you need.

Also, RAI Motorsport, but Ray is a douche bag. Used to be cool, then he got huge selling unitronic chips for VW and overcharges for everything.

Autobahn of Towson is pretty nice and always has at least one e30 out front. I believe they specialize in older euro cars.

Edit: I forgot At Speed Motorsports. They are BMW.

Prepare to spend some serious $ if you go with At Speed. They seem like good knowledgeable folks but focus on race car builds and seem to mostly cater to folks who have deep pockets.

I think they charge $125-150/hr for labor from what I recall when I called them a year or so ago about some work on my E36.

Yeah, At Speed and VAC cater to roughly same crowd. But, figured they were worth a mention since they are BMW specialists rather than some of the other options I have thrown out.

NGP will probably be your best bet. They have experience with some extreme turbo builds and I know for a fact they have a dyno, so yeah. It is not like working on a E30 is rocket science.

I believe RAI has a dyno too, but I am not sure. But I know they do a lot of work on newer cars. He did have a 400hp Corrado though. My buddy works for RAI I could ask and see if they could do what you are looking for?

Out of all of the options listed so far, I think NGP would be the closest/cheapest. Call them up and see what they would charge price wise. But honestly, I'd try to do as much of the work you can yourself - no where is going to be cheap.

I would say do install yourself and just go to a shop to double check everything and for a tune up.
