    I know nothing.
Photos of the car show it sitting on either OEM BMW E39 wheels or Rondell wheels. Ad lists items like BMW Contour wheels.

I've never seen this car here in NH...

Many M's have been in accidents and end up being track cars. Not out of the ordinary for one to have been rebuilt.

Waiting for UNHCLL's reply on this if he knows history on it. Is this for sale on s14.net?

Thats fine. You haven't seen my car in person and I haven't seen that car so they cannot really be compared. What you are saying is not fact it is merely a story and an opinion. There is no rule anywhere that states that black is more attractive and worth more than another color, that is simply your opinion. For reference there is a one owner car by me that sold for $15k and I have a picture of my car and that car parked next to each other and they were in comparable condition, except mine has more upgrades like headlights and wheels and a stereo and that one was just stock, nice but still stock. For $10k you are not getting a very nice M3 either, $15k rule still applies to any E30 M3.

    Taken from wikipedia
"The, 190E 2.3-16 was available in only two colours, Blue-Black metallic, and Smoke Silver (which looks gold)"

that car could be parted out for more than the asking price if it turned out to be a rust bucket.
