Beginning this year in Ohoho we now have to make an appearance at the courthouse and plead your case to apply for a new title. If permission is granted I think it follows the same method as years past which means a state patrol inspection, then a trip to the license bureau. The last time I had a title issued there was a 7 week wait just for the patrol inspection. It's looks to be a real pain:rofl: in Ohio nowadays. What's involved in Penn? By the way I'm originally from the St. Clairsville area near Wheeling - so I consider Pittsburgh local.
