Holy cow that car is sweet don't junk the e28, If you were closer I would love to take that car off your hands. What is causing it to not pass smog?

****Due to alot interest in buying the whole car let's make it clear that this isn't my car, but a friend of mine. Car fail the 25mph test and the smog ref said it could be the cat. Car has 250k and is a 5spd Due note that it has a chip and I honestly think its the chip making it fail smog. I would my this car but I already have 2 e30's. My friend doesn't want to put any time or work into this because he just bought a 190e and has some tickets to pay off.

He only want 1500obo.
