Are the letters painted or powder coated white? Thanks

Like I said in the description.
Whole handle is Powdercoated. Then the letterings are laser etched. What laser does is it cuts into the powdercoat and exposes the metal underneath.

These were stripped to bare metal and than powder coated black.
Etched with laser thereafter. New rubber bumpers on the backside.
