Just FYI, that green sticker is a German emissions sticker, the 4 basically means the car it came from could go anywhere. the lower the number, the less places the cars can go, usually restrictions in bigger cities. The hand written numbers was the licence plate number. In this case, this car was registered in Recklinghausen, North-Rhine-Westphalia, which is near Dusseldorf IIRC....
