Yes the black one is Euro. It's the 83-85 version.

You would need the top half to make it complete. The US top half is the same though.

yes, but it is the early, (83-85) early model euro 2 part valance. It requires the top portion to bolt up to the car.

Yes you can, but the fog openings are partially covered on the top side.

Not my car and clearly not the factory fogs.
