Not a wire , its a vacuum line .
It is for the European headlight leveling system .

Not likely to happen ...especially using used parts , removing them intact would be just short of a miracle .

Don't worry about it , you can still turn it by hand to adjust .
One set of my smiley's are this type and they adjust fine .
