Early style brake ducts in late model vert

I'm wondering why the early brake ducts arent fitting my 88 vert. The arched area that supposedly mounts under the frame rail doesnt even get close to lining up and the front side that bolts up is like 2 inches from lining up.

has anyone run into this issue? I have a euro valance with a zender from spoiler.
