Plastic bumper swap-front bumper just won’t go high enough?

Hey everyone, Trying to wrap up the bumper swap so I can more confidently install my fender flares. For the life of me, I can’t get the front bumper to sit high enough to sit flush with the valance. I am still using the early balance hat I cut to fit my intercooler and charge piping, but it was my understanding that should still work. The bumper sits on the shocks and is pretty level, but just not high enough. Am I missing something? Sent from my iPhone using Tapatalk
