Front bumper shock question

So I go to drill my front shocks to tuck my front bumper. While drilling, all that was coming out was like a dust/powder substance. I bought aftermarket shocks for the front and rear. The rears went fine, but the front had no oil. Did they change from oil filled shocks in later modeled diving board cars?

Looks like I need to find some oil filled shocks now.
