My guess is the relay. It may have been swapped out for a non-diode relay at some point, or it's just gone bad. K8, I believe.

Ok I found one on ebay Hella 61-31-1-374-631, that says it's tested good and will try that. When I hit the fog light switch the green light comes on the cluster and I hear a clunking noise coming from the relay area in the fuse box but the lights don't come on.84 325e Burgundrot S52 M Tech 1.
