    Eta Idle Issue

First off I searched, and there are a lot of thread and read through them and I could not find my answer.

Car starts up fine and idles between 600-700rpms for a minute or so and then the idle starts creeping upwards towards 1800rpms. I have adjusted the ICV screw so that the idle now is 500-600 at start and then 1200rpms or so after a minute but that does not seem to be the problem because it still goes up. I have swapped out my ecu, from and 027 back to the stock pink label and it does the same thing. Vacuum is solid and there are no apparent issue there. I have not messed with the AFM or the ICM. Now on the CPS on the eta on the drivers side is that supposed to be nearly touching the wheel or is it supposed to be like a half inch off? I noticed mine was touching. I removed the reference sensors for the flywheel and cleaned the light grease that was on them off. The ICV has been cleaned and if I unplug it does nearly go to redline, the throttle cable doesnt bind. The TPS checks out, it does not however click for WOT, but I dont think thats the problem at idle. Motor runs smoothly just high, before I adjusted the ICV screw it was idling even with the clutch in at 1800rpms. With the throttle closed and the idle going it must be getting more fuel and consequently running lean but I cant figure it out. I know it has to be between the AFM and or the ICM but I dont know how to go about testing either.
