    Steering rack rubbers

    This may sound like a dumb question, but I'm totally stumped.
    I installed new rubber "harmonica" covers on both sides, put some grease in there, tightened the tie-downs and did a test turn with the steering wheel, heard a pop and air sound. The right side cover decided to blow up.
    So I ordered a new one, installed today but I'm still not happy. When either wheel is turned in, the rubber doesn't fold nicely, and when turned out, there's suction in it and it looks terrible.
    Both can be cured by lifting the lip and letting air in/out.

    So my question is, is there supposed to be some kind of air exchange I'm not seeing or a trick to it?
