rebuilt power steering pump issue

So I replaced the powersteering pump gaskets and after putting it back together I found that I couldnt turn the pump freely by hand. Seems like its binding somehow. I double checked and dont see anything wrong with how I put it together. I can turn the pump by hand until I tighten the bolts all the way.


Seem like the pulley is pushing up against the back side of the plate preventing from turning freely.

Any thoughts?
