    clunking/rattling front passenger wheel

    I have a clunking/rattling noise at parking lot speeds when turning sharp and when driving over bumpy roads. Everything is brand new and i went back through and tightened and re tightened everything. I have installed new control arms with Tree House racing solid control arm bushing, new Swaybar links and bushings, new tie Rods, and wheel bearings. And ground control coilovers kit that came assembled with the shortened housing and there camber plates. Everything is solid but I noticed when it was jacked up I could grab the strut housing and shake it back and forth as though the strut is loose inside. I tried to tighten the strut down more but it won't budge, so my question is, is it normal for me to shake it back and forth while jacked up without pressure on the strut and could I fix it by putting a spacer at the bottom of the strut to be be able to tighten it down more. Or is that normal and what else should I look for.
