The point is the use of a red light doesnt get you an impersonating an anything. it gets you a ticket for displaying red lights to the front. :P

running lights as in city lights/parking lights? If there is any blue/red light coming from the front of your car in CA its illegal. It falls under the pretending to be a cop law.
