I think you missed the point. Lots of the shit that makes new cars total crap is mandated equipment by the federal govt and some from the state of California

Does he not know what a trip meter is? Or more to the point, does he ever think to himself "hey, it's been a while since I've filled up, I should probably do something about that!"

I work at a BMW dealership and yeah, there's some pretty stupid stuff that goes wrong. But half the owners are just as bad as the cars.
