To a large degree, it's a matter or taste. You can either tell, or you can't.

The worst element of rice is the modification for "uniqueness." This is change for change's sake, and is usually, but not always executed poorly.

    Anything Japanese. All of them.

Any car originally built to be an econobox with FWD that people try to make "fact".

    Any FWD car turd.

Anything that cannot be referred to as an automobile without giggling.

Around here it's yellow accents and accessories, super loud exhausts on really slow cars, chrome wheels, Calvin stickers, and stickers that say what manufacturer made your car, as if we can't tell already by the sound.
That being said, I love Honda's, all generations, but I don't have any that are ricey. I've got a 95 civic sedan, lowered on bottle cap wheels that i set up for my step-son to drive, and my wife drives a 2009 Civic as her daily. Great cars. It just sucks that there are so many dorks that give them a bad name.
The trendy cars around here that are getting ricey now are all of the friggin WRX's.

I think the best way to describe rice is cheesy. Mods that look cheap and are loud (two tone paint jobs, over sized wings, autozone bezels, etc) usually fall under this category. IMO push to start is not rice but to each their own.

Pretty much any modification that serves no purpose.

1500HP in a car that never sees the strip? Rice.

Oversized wheels on a car with stock brakes? Rice.

Wide body kit with skinny wheels/tyres? Rice.

Monster tacho and shift light on an automatic Hyundai? Rice.

This is a 'ricer'. Tacky ill fitting body kits, useless wings. Pretty much anything you can slap on a car from Auto-Zone.

A push button start, while being a tad useless is pretty cool IMO. To me the term is wayyyy over used.
