Here's a tracking tip. Worked for a friend - Ask the police if there are any parking tickets for the car. Then ask where they were given. If you have some luck, you may find it still parked there or in the area.

GPS jammers do work but so does driving really fast until you reach a very thick walled building. Anywhere yours GPS wont work goes ditto for the GPS alarm tracker. I feel the best combo would be a GPS tracker + lojack (works with beacons) + loud dog + your paranioa. Lojack does have its drawbacks mainly being they install in the same location across same models (so ive heard...) so it isnt a big secret where to look for them unless you can bribe the lojack tech to install it someplace else, then promptly kill the lojack tech (and the nosey neighbor) so only you know. You can buy GPS jammers for like $20. Any competent car thief should have one.
On top of that good luck getting a cop to give a shit, tons of stories of people calling the cops, giving them the location and them just never doing anything about it. Gotta love government incentive!
