Yeah they are all plastic and just attach after you remove the waffle, then just use the center cap to hold them on. I suppose one of the reasons they are so rare is the durability of the plastic after track/race use. I would imagine these got broken and tossed a lot back in the day making them so rare now.

They go on over the center of the wheel, and the center cap is threaded down over top. Basically a big center cap
