It's a sleeve, and they do this so they can fit the cage in first with tack welds, then lower the cage down, and weld the top sections of the main hoop. Otherwise the top sections are too close to the roof, and they can't get the welding torch in to reach all the way around the tube.
Some people do it by cutting the floor pan of the car and dropping the entire cage through the floor, then welding in new floor plates once they're done. My guy elected to use sleeves.Leave a comment:

Just got it back from the cage builder today. Came out fantastic. The chasis is incredibly stiff now. Just got to do some body work and what not, and get it ready for some paint!
