Not only is it pre-loaded with pork-barrel spending, but they also set up the vote to exclude amendments, in essence letting it fail on purpose so that they can blame the republicans for it not passing.

In the end, both sides are at fault on this one with a little more fault lying on the left.

I don't know what that 9/11 bill has to do with Afghanistan, but Obama has pushed a lot of resources and personnel to the region. He got support from all sides trying to focus more energy there than Iraq.
