You do need to get rid of the rust, I can tell you from experience. If you just go over it with paint, the rust will grow & the spot...

Lots of snow driving / drifting in my RWD Volvo 940.

Had to call AAA to pull me out of a snow drift on several occasions, alone in the back of some parking lot.
