M20 Slow deceleration when not under load

I have a 1987 325is, stock motor with recently rebuilt head. I have been trying to track down an erratic idle problem, and even after replacing all suspect vacuum lines, cleaning the ICV, throttle body, and changing throttle body gasket, I'm not having any luck.

I have noticed that if I apply pressure to the throttle position switch that the idle changes down to 800 rpm. But as soon as I take my hand off it occasionally goes up to whatever it wants. I also have a problem where upon quick application of the throttle and then releasing, it takes 4-5 seconds for it to go back to idle even when in nuetral. Are these signs of a bad tps? As both my idle problem and slow deceleration problem seem to be affected by it.

Could be. You can test the tps with a multimeter. It has three positions to trigger diff maps. They often go bad because oil seeps into it from the TB.
