What would be a good tire to stretch for 215 45 r16 wheel size 16x8 and 16x9

None. Stretching tires is dumb. -

Proper tires will fit on a 16x8 with a mild fender roll. No stretch necessary. Even big ol chunks like my 225/50/16s.
