750rpm is the correct idle when the engine is at operating temperature. An 153 DME with an M20B25 is known for idle problems. A 173 or later fixes that.

Checking the CPS can tell if it is shorted or open. But even a CPS that tests okay may not be good. Only use new an OE/OEM replacement.
