Identify This Valence?

Hi. I just picked up some Euro bumpers pretty cheap. This valence came with them but I am not sure what it is. It doesn't look like the ones I research and I have had a hard time identifying it. Is it useful with the euro bumpers? Is it garbage. I am not sure. I will be putting the euro bumpers on a '90 convertible that was right before the switch to plastic bumpers.

Here is a pic, I know it is upside down, but it should still be identifiable from this I think.

Well, I did say right in the post that I knew the picture had it upside down, but thanks for pointing it out additionally.
