How do you tighten an intermediate shaft?

I am new to "timing belts." I am in the reassembly portion of my restoration and went to putting the intermediate shaft sprocket on when i realized there is no way to bind up the gear to tighten to 60 Nm. I would rather not tighten the gears down with the belt on and i could not find a sprocket tool at any of the auto park store. Am I completely missing something obvious? I have a chain wrench for timing chains but that won't work for obvious reasons. Am I over estimating the damage to the belt by tightening the gear with the belt installed. I am currently at a stale mate with this engine. Any opinions would be appreciated.

I used the old timing belt, wrap it around the intermediate gear, and clamp it back on itself with a part of multi grips. then turn the nut until the multi grips/belt contraption binds up somewhere and holds it still and tighten it up. 60nm isnt a great deal so you wont damage anything (except the old belt maybe, but who cares about him)
