back in the ike days, no one from fema bothered to check if you had insurance or what your income was. the guy that came out to assess your damage asked if you had insurance but no one would ever bother to check. hypothetically, if you said you didn't have it but you really did, they would still send you a check for about 30 grand. no more questions asked.
as far as contractor prices go, i am sure they are gouging the living hell out of everyone in texas too. since i didn't have any damage, i really don't know for sure. i don't have my finger on the pulse of it.
i do understand your apprehension to have some random yahoo walking around on your roof, especially if you aren't well versed in the building trades. personally, it wouldn't bother me. i would probably be up there with him pounding nails.
