cracked steering rack 'dust cover'

Is this black 'dust cover' on the steering rack replaceable? (not the steering rack;eft/right boot) If not, does it mean i have to replace the whole steering rack? I don't think the rebuild kits include that cover.

It is now cracked. I'm also leaking steering fluid, i'm wondering if it's related..I

That cap is just a dust cover and is unrelated to the pinion seal although if its damaged and lets dirt in I can see how that might shorten the life of the seal. It slides down on the splines and you move it from old rack to new. If you are replacing your rack ask who has one laying around and if you are not replacing the rack I wouldnt worry about it. Worst case Id JB weld or silicon it.
