OBC II Question - 1000 only number button that works?

So the small reset button and the 1000 button work fine on my OBC II, however the 100, 10 and 1 button do nothing. It could be a hardware thing but it seems strange. Unfortunately every search I do just brings me back to basic stuff like how to set the time or reset it. It seems to work well, even the temp guage works - But I can't actually set the time on it because only the 1000 button affects any change. Just a bad OBC or is there something I can do?

The white coding plug in the back ( I think that's what it is called) has the casing broken but still appears to be plugged in fine connector wise and everything seems to function.
