Trunk Tar on Quarter Panels?

I'm tearing into a 90 coupe with airbag and while I was stripping out the trunk I noticed the quarter panels and tail panels are sprayed with what looks similar to the trunk tar. I've never seen this on an e30 before, starts about halfway from the wheel well to end of trunk and covers most of the back side. Is this normal on the later models?

I'm only concerned cause the taillight has been replaced and I'm worried it might be hiding some damage.

I had an old Mustang with that in the trunk - half assed rust repair.
