So unless you have a buddy that smogs cars...
I wouldnt necessarily dismiss an OBD2 car immediately, but it depends on what else is needed. Does his CEL work, does it have the Charcoal canister? SAI hooked up and working? What does his exhaust/ cat system look like? Theres a lot of variables. Im pretty sure from reading his exhaust setup that its not setup like the OEM system is, so thats an issue. Being a late model, I am guessing the CEL and Charcoal cansiter are present and functioning. So really the exhaust is the biggest problem and that wont be cheap to remedy.

Its hard to do it "right" but its not impossible, just depends on what the builders goals are when they are putting it together...

Kevs, I mentioned this to you before, but for everyone's benefit in the thread, a custom, full exhaust for an e30 s52 swap will cost you anywhere from $1500-3000 depending on how much work you do yourself.

50 state legal cats are not typically cheap to come by, and of course welding something together properly takes time.

A lot of guys doing the swap will just slap on straight pipes back to a muffler because it's quick and easy to do.

I don't think you'll have any greater issues with Obd2 over Obd1, as long as all the equipment needed to measure and track your emissions is present and working on the car.

OBD2 exhaust is the easy part. the hard part is the fuel evap system which includes fuel tank.

Yeah, you guys pretty much said it all. I actually don't run a charcoal canister but thats the easiest thing to add, if that says anything. It all depends on your resources, like everything else in life. I mean your budget is quite high, talk me down and have even more money to put into making it legal, you'd most likely still come out cheaper than DIY or even worse.. paying a shop.

Speedracer... i have thought of your car many times and its truly a steal but i don't have ppl in the smog buisness to pass me with turbo. i just don't want the headache. i want a good car that will pass smog legally.

Trust me if i had the room and wanted a fun garage toy this would be the one.
