I just talked to the guy and he said he's from Canada. He lived there, drove it over and hasn't federalized it yet. Is anyone familiar with the process and cost to do this?

I am no expert on federalization but from what I understand it is almost impossible unless the car is 25 years old or older. Or alot of money involved.
Bummer. Cause there are a ton of these e30 Tourings in Europe for sale cheap cheap cheap.
