What's the deal with the black fender?

The original one had a little bit of rust on the bottom so I replaced it and never got to get it painted just like the front valance. I was going to have the whole car resprayed but pretty much shifted priorities and just going to sell the car.

That bottom of the fender when all the dirt accumulated, seems they never cleaned it out and had leaves and dirt in there causing the lower part to rust the section that has the bolt to hold on to the body.

Morning, The car has probably around 2000-2500 miles on it since I built it, I've taken it on a couple long trips and the car is solid. Especially after I did the AC on it, makes it real pleasant to drive even on the rain without having your windshield fogging up from not having AC haha
