can the VEMS be setup to run on an NA car? And is the unit somewhat plug and play?

No its not plug and play. You need to wire it into your factory harness. If you go on E30tech there is a section just for VEMs.
I bought it from a guy last year and he ran it on an M50. So whatever was loaded on it then is still loaded on it.
