Well, technically for an e30 this is complete because this is all it came with. The Emergency window tools are only for e28's but the e28 used the same tool tray as the e30 to save costs. So if you have OCD and just want every spot filled in, you can put in the emergency window crank and rod but if not, this is complete for an e30.

Oh okay, I have OCD/ an emergency window tool/rod with one of my e30's, my other one is bare. I guess thats why I asked. My mistake...

Also missing is the rod that fits inside the spark plug tool (#10 below). Japandrew73 put this together:
Here is what each part is called and what each part does:
1. Emergency Window Crank - Used with part #10 and #6. This part is not used on e30's. The e28 shared the same toolkit as the e30. Some e28 toolkits were small just like the e30, and to save in production costs, the same tool tray was developed. So there are holes for parts #1 and #10, however these tools are not used on an e30. They should be used on an e28 to manually crank the windows up in an emergency. The rig together like this:
