Can this be used with stock springs and HD billy's to lower the front and decrease the gap between the front wheel and fender? how much lower would it make it? I would be interested in a set. Please pm me. thank you.

exactly. it replaces #9 and remove #10 and 15. they do nothing. i've had mine out for months and its fine

Yes, the drop hat itself is a 15mm drop. #10 and #15 removed make it in the realm of 18mm IIRC.
