Just received a set of rings and CF overlay here at the shop.
Installation was very easy...adds a little class to the stark panel.
I polished the rings. They have a very hard coating of some sort which will take some time to get through with polish alone. I took mine to the sand blaster which made quick work of the original surface, then polished 'em up.
If they are aluminum it's called anodizing, if you grind it away it will come back naturally and usually less thick. It's a oxidation that naturally occurs to help protect the aluminum from corrosion.
Best thing to do it polish the shit out of them and then get them clear anodized it will preserve the finish, right now I would say your rings could scratch very easily.

I have thousands of parts anodized here, I'm very familiar with it.
I just didn't want to assume that's what it was. They actually respond as though they are type II hard anno. Just want others to know they had a little work ahead of them if they wanted the same result.
Clear anno usually looks muddy on polished parts. If you want to protect a mirror like shine, good ol' quality paint looks best in my opinion.
You could have 'em electropolished too, but the cost would be prohibitive.
...and they won't scratch, they're behind clear plastic.
